In order to download a file from a .torrent, you need a BitTorrent client. Nowadays, you have many choices; I listed a few of the best clients here, as well as some warnings :)
BT is a peer to peer program. This means that you will automatically be uploading the file(s) you currently download. This starts as soon as you have the first chunk of data and continues until after the file has been completely downloaded.
More clients will be added as time goes by; this is not meant to be an exhaustive list.

(Known as both "u-torrent" and "micro torrent", this is the most popular torrent tool today. uTorrent has all the functions a torrent downloader will ever need, and it only requires 1 MB of hard drive space and memory. uTorrent has all the downloading and seeding performance of its competitors, but with minimal impact to the rest of your computer's speed.)

Warning: while P2P file sharing technology is completely legal, many of the files traded through P2P are copyrighted.
